Rights office warns of growing restrictions on opposition, media and civil society
The United Nations has condemned Uganda’s escalating crackdown on opposition figures, journalists and civil society groups, saying the government’s actions are undermining fundamental freedoms and creating a climate of fear ahead of a new political term.
UN High Commissioner for Human Rights Volker Turk criticised what he described as increasing restrictions on dissent in a statement released on Thursday, urging Ugandan authorities to reverse measures targeting critics and political opponents.
“I am appalled that the authorities are increasingly targeting any form of dissent, and deepening restrictions on the fundamental freedoms of all those living in Uganda,” Turk said. “Those who dare to speak out are silenced.”
His remarks came a day after veteran opposition leader Kizza Besigye, 70, was hospitalised after collapsing during a court hearing. Besigye has remained in custody since November 2024, according to the UN statement.
The UN human rights office said pressure on government critics has intensified since the general election held on Jan. 15, when President Yoweri Museveni, 81, was declared the winner of a seventh term in office.
According to the UN, at least 50 opposition leaders and supporters, five journalists and five human rights defenders have been subjected to alleged violations including arbitrary arrests, enforced disappearances and torture.
The statement also said authorities had suspended 10 civil society organisations and subjected others to harassment and heightened scrutiny. Several media outlets have also been forced to suspend operations temporarily, it added.
Turk warned that the restrictions were creating widespread self censorship, limiting public debate and deepening political divisions.
He called on Ugandan authorities to end military interference in civilian institutions, protect fundamental freedoms and ensure that the country’s resources are used to improve living conditions for its citizens. He also urged the government to uphold its obligations under international human rights law and guarantee that political opponents, journalists and civil society organisations can operate without intimidation or fear of reprisals.
