Former Cabinet Secretary for Public Service Justin Muturi, on Monday, September 15, 2025, said it is President William Ruto, the Director-General of the National Intelligence Service, and Anti-Terror Police Unit boss Said Kiprotich who orchestrated the abduction of several Gen Zs late in 2024 and earlier in 2025.

Speaking to Kameme TV, the former CS did not mince his words, insisting that all abductions happened under President Ruto’s watch and that he knew everything.

Muturi recounted a personal experience involving the kidnapping of his son, Leslie Muturi, to demonstrate how deep the operations went and who was actually in charge.

Muturi recounts son’s abduction

“When I tried to call everywhere, including Kindiki, and told him to tell Noordin Haji to release my son and was told he was not the one having him.

“I also realised that the former Police IG Koome knew nothing. That mzee was in the dark.

“Everything was being conducted by ATPU boss Said Kiprotich, Noordin Haji, and William Ruto,” Muturi told Kameme TV.

He added that after being frustrated by repeated lies, he noticed presidential choppers flying from Nyandarua, which prompted him to head to State House directly to confront Ruto.

“I asked President Ruto to call Noordin because he was the one with my son, standing with him there.

“I heard Noordin say, ‘Yes, sir! He will be released in one hour,’” Muturi revealed, emphasizing that the President was fully aware of the operations and personally involved.

Abductions under State House watch

Muturi accused the top leadership of using the criminal justice system to carry out targeted abductions of young Kenyans, claiming that many of the operations were masked under the guise of security threats.

He warned that this kind of executive overreach undermines trust in state institutions and violates the rights of citizens.

The revelations by the former CS have sparked outrage across social media and among human rights defenders, with calls for immediate investigations and accountability for the alleged abductions under the current administration.
